Why won't Kosta Browne sell to wine lovers in PA?

I heard througha source in the PLCB that Kosta-Browne wines will only be sold to restaurant accounts in PA when the new vintage is released. Previously they have been able to sell to retailers and restaurants. After building brand loyalty at the retail level for that long, why all of a sudden make the wines unobtainable? And when you obtain them you are paying exorbitant prices and thus lessening your audience and not increasing it. When a wine enters the market and develops a following at retail and on "the wine internet" to all of a sudden shift to restaurant only is very shady. Why would Kosta Browne let this happen? Did they actually make this happen? So if you were lucky enough to get on the mailing list and can go to "approved" restaurants in PA that are "allowed" to carry Kosta Browne wines you are set. If not..you are shit out of luck. Not a way to build a brand and customer loyalty.
